This Poor Dog Was Chained Up On A Beach And Left To Die But A Trooper Stepped In To Save His Life Before The Tide Rose Further

The dog was rescued by the Massachusetts State Police and the owner of a kennel. Since then, he has been looked after at Ocean View Kennels in Revere.

After saving the dog, Trooper Mastromattei and a second trooper scoured the area around the beach for any houses that might have security camera footage after learning the suspect lived in an apartment not too far from the beach.

They found and identified Elias Pacheco-Osario as a suspect thanks to nearby video surveillance.

When confronted on Friday, 27-year-old Pacheco-Osario admitted that he was the owner and that he had chained the dog to the pole and walked away because wasn’t able to keep the dog.

The Massachusetts man is now facing animal cruelty charges, while Revere dog owners are left in disbelief that this could happen.
